Public Affairs Career Overview
James Purcell's public affairs career has spanned U.S. administrations from President John
F. Kennedy forward. Noteworthy career highlights include the 1978 to 1998 direction of two of the most involved
internationally-scoped humanitarian organizations: the U. S. State Department’s Bureau for Refugee Programs
(RP, now known as PRM) headquartered in Washington, DC, and the inter-governmental International Organization for Migration (IOM).
Mr. Purcell served with the U.S. Government
for 27 years before his election in 1988 to become Director General for
the International Organization for Migration in Geneva, Switzerland.
Presently, Jim Purcell serves as board chairman of the U.S. Association for International Migration (USAIM) and advises governments and organizations on international migration and humanitarian affairs. He also serves on the boards of directors of the Council for a Community of Democracies (NGO) and the Columbia Housing Corporation (CHC) in Maryland.
Mr. Purcell earned an MPA from The Maxwell School of Citizenship and Public Affairs of Syracuse University. He has written and presented speaches and congressional testimonies on behalf of refugees and migrants globally and helped develop current refugee policiy, including issues of refugee return and/or resettlement and family reunification.
